When the Institute proposes to establish or significantly change any of its systems of records, it shall provide adequate advance notice of such proposal to the United States House Committee on Oversight and Government Reform, the United States Senate Committee on Homeland Security and Governmental Affairs, and the Office of Management and Budget (OMB), in order to permit an evaluation of the probable or potential effect of such proposal on the privacy or other rights of individuals. This report will be submitted in accordance with guidelines provided by the OMB.
