Ruleregulation(a) or have the same meaning as those terms are defined in the Administrative Procedure Act (5 U.S.C. 551(4)).
Rulemaking(b) means the FEMA process for considering and formulating the issuance, amendment, or repeal of a rule.
Administrator(c) means the Administrator, FEMA, or an official to whom the Administrator has expressly delegated authority to issue rules.
FEMA(d) means Federal Emergency Management Agency.
