For the purposes of this part, the following terms shall have the meaning indicated:
FAST-41et seq. means Title 41 of the Fixing America's Surface Transportation Act, 42 U.S.C. 4370m
Federal Permitting Improvement Steering CouncilPermitting Council or means the Federal agency established pursuant to 42 U.S.C. 4370m-1(a).
MiningMining means the process of extracting ore, minerals, or raw materials from the ground. does not include the process of extracting oil or natural gas from the ground.
