For purposes of this part:
Commission(a) means the Postal Regulatory Commission.
Individual, record,system of records(b) and have the meanings specified in 5 U.S.C. 552a(a).
Day(c) means a calendar day and does not include Saturdays, Sundays, and legal holidays.
