The area.(a) The waters of the Pacific Ocean within an area extending southerly from Point Loma, California, described as follows: Beginning at latitude 32°39′54″, longitude 117°13′18″; thence southeasterly to latitude 32°34′31″, longitude 117°09′41″; thence 270° true to longitude 117°16′40″; thence due north to latitude 32°39′54″; and thence 90° true to the point of beginning.
The regulations.(b) (1) No vessel shall anchor within the restricted area at any time without specific permission of the enforcing agency.
(2) Dredging, dragging, seining, and other similar operations within the restricted area are prohibited.
(3) The regulations in this section shall be enforced by the Commandant, Eleventh Naval District, San Diego, California, and such agencies as he may designate.
