Rules for towing vessels.(a) (1) A towing vessel may drop or anchor its tows only in accordance with the provisions of § 162.136.

(2) A towing vessel engaged in arranging its tow shall not obstruct the navigation of other vessels.

Pilots.(b) In the St. Clair River between Lake Huron Cut Lighted Buoy 1 and Port Huron Traffic Lighted Buoy, vessels shall not take on, discharge, or exchange pilots unless weather conditions would make the maneuver unsafe in the customary pilot area.
