Special Performance Standards—Operations on Alluvial Valley Floors,Part 822 of this chapter, shall apply to any person who conducts surface coal mining and reclamation operations on alluvial valley floors, except in those coalfields in Washington west of the crest of the Cascade Mountain Range.
