Surface Mining Permit Applications—Minimum Requirements for Reclamation and Operation Plan,(a) Part 780 of this chapter, shall apply to any person who makes application to conduct surface coal mining and reclamation operations.
(b) Each applicant for a permit shall demonstrate compliance with the South Dakota laws on air pollution, S. D. Comp. Laws Ann. Chap. 34A-1, water pollution control, S. D. Comp. Laws Ann. Chap. 34A-2, and solid waste disposal, S. D. Comp. Laws Ann. Chap. 34A-6.
