Permanent Program Performance Standards—Coal Preparation Plants Not Located Within the Permit Area of a Mine,Part 827 of this chapter, applies to any person who conducts surface coal mining and reclamation operations which include the operation of a coal preparation plant not located within the permit area of a mine.
