et seq.The Secretary's authority under section 521 shall not be construed to limit the Secretary's ability to exercise his or her enforcement or investigatory authority under any other provision of title I of ERISA. 29 U.S.C. 1001 The Secretary may, in his or her sole discretion, initiate court proceedings without using the procedures in this section.
