When used in these procedures:
Order(a) means Executive Order No. 10988;
Agency, employee organization,employee(b) and have the same meaning as in the Order;
Recognition(c) means recognition which is or may be accorded to an employee organization pursuant to the provisions of the Order;
Secretary(d) means the Secretary of Labor.
