<p>Carriers. Railroads. Railroad commission. Rules. Demurrage. Delayage. Poioers.</p> <p>Under Code 1892, § 4291, giving the railroad commission power to fix charges and supervise persons owning or operating express, telegraph, telephone or sleeping car companies, and Laws 1898, p. 97, ch. 82, extending all laws authorizing the commission to supervise common carriers to car service associations:—</p> <p>(o)/The railroad commission had power to make rules as to reciprocal demurrage; and /</p> <p>(6) The rule of the commission is valid which provides that when cars are properly loaded and shipper’s instructions given, the railroad company must immediately issue bills of lading to the shipper, making the company liable to a penalty o£ one dollar per day in the owner’s favor for delay in starting the shipment, after twenty-four hours following the issuance of the bill of lading.</p>
