REPORTED OPINION AND ORDER: Plaintiffs' Second Motion for Leave to File an Amended Complaint is GRANTED. Plaintiffs' proffered Amended Complaint (ECF 96-2) is deemed FILED by leave of the Court. Defendant's [72] Motion for a Second Voluntary Remand to the ABCMR is GRANTED consistent with the instructions specified herein. Pursuant to RCFC 52.2(a), this military pay case is REMANDED to the Secretary of the Army and the ABCMR to consider whether plaintiffs are entitled or otherwise authorized and approved to receive housing allowances or other subsidies consistent with this Opinion and Order as well as other relief specified herein.
