Code 1906, Section 3444.</p> <p>Under Code 1906, section 3444, providing that amendments to municipal charters when approved by the governor shall be recorded upon the records of the mayor and board of aldermen “and when so recorded, shall have the force and effect of law.” When it appears that the amendment is not recorded, it will not • have “the force and effect of law.”</p>
