Court of common pleas applied incorrect statndard of review in R.C.1509.37 appeal from the Ohio Oil and Gas Commission, but nonetheless properly determined that the Commission correctly dismissed an appeal as premature. The court of common pleas determination that landowners subject to a unitization order under R.C.1509.28 are entitled to service of the order, regardless of whether the landowners are parties to a lease agreement with the operator who obtained the unitization order.
