Syllabus

<p>The Legislature can delegate the power to the voters of a county, to select a county seat therein.</p> <p>The Legislature cannot delegate its general legislative powers, hut it can authorize others to do those things which it cannot understanding^ or advantageously do itself.</p> <p>Admitting that the Legislature must directly select the places for holding the District Court, it does not follow that the right to select a county seat may not be conferred by law upon the people, as the Constitution does not require that the District Court shall be held at a county seat.</p>
