Syllabus

<p>ORDINANCES—PROMULGATION—FORM-VALIDITY.</p> <p>1. The ordinances of a council have the force of law. They should be promulgated in manner required, and they should be advertised and made public.</p> <p>They should be signed by the president, or at least by the secretary.</p> <p>“When the fact is denied that a certain ordinance had been enacted . by a town council, the fact can only bo proved by the deliberations of the council and their promulgation dulyjittested.” Mayor v. Dupuis, 30 La. Ann. 1105.</p> <p>2. Ordinances must be general. They should not render it possible for persons engaged in business in a public place to carry it on, while prohibiting others, who come in afterward, from carrying on similar business.</p> <p>(Syllabus by the Court.)</p>
