<p>Gen. Code 7921 Unconstitutional.</p> <p>Gen. Code 7921, providing that -the administration of all .estates or funds transferred to any municipality for educational purposes shall be committed to the board of education, is unconstitutional as taking property without due process of law and as impairing the obligation of contracts in so far as it changes the plans and purpose of the terms of the original trust created by the donors and accepted by the municipal council.
