Syllabus

<p>1. A validating act may render immaterial matters of procedure required by a statute that could have been dispensed with in the first instance, even though such prescribed matters of procedure had been judicially held to be material in a cause.</p> <p>2. Administrative or ministerial officers may be authorized to establish drainage districts and to conduct drainage operations.</p>
