<p>Constitutional Law—Act Creating Exempt Firemen’s Relief Fund— Gift.—The act of March 26, 1895, to create an exempt firemen’s relief fund in the several counties of the state, for the benefit of exempt firemen resident therein, is unconstitutional, as violating the provisions of sections 31 and 32 of article IV of the constitution, which prohibit the legislature from making or authorizing the gift of the public moneys to any person, and as assuming to create a liability on the part of the municipality where none existed before, by requiring it to aid exempt firemen who never rendered it any service. <</p>
