T-M-B-, 21 I&N Dec. 775 (BIA 1997) ID 3307 (PDF) (1) An applicant for asylum need not show conclusively why persecution occurred in the past or is likely to occur in the future. However, the applicant must produce evidence from which it is reasonable to believe that the harm was motivated, at least in part, by an actual or imputed protected ground. (2) Criminal extortion efforts do not constitute persecution \on account of\ political opinion where it is reasonable to conclude that those who threatened or harmed the respondent were not motivated by her political opinion. (3) Country profiles submitted by the Department of State's Bureau of Democracy, Human Rights and Labor are entitled to considerable deference.
