<p>Syllabus.</p> <p>The terms of article one hundred and eighty-six of the Constitution of 1898 relate to the fuiure, and their effect is prospective only; and they can not be given a retrospective operation, the result of which would be a remission of a large amount of delinquent taxes, in the absence of any provision dearly indicative of that purpose on the part of the framers of the organic law.</p>
