Syllabus

<p>Constitutional Law — Salaries—County Officers — Public Policy. The legislature has authority to provide by statute the maximum and minimum salary of county officers, and may vest in the boards of county commissioners the discretionary authority of determining the amount of salary of county officers within the limit of such maximum and minimum salary, except the salary of such county commissioners. Public policy forbids that any officer be empowered) to fix his own compensation.</p> <p>(Syllabus by the court.)</p>
