<p>Counties — Police Juries — Ordinances —</p> <p>Validity.</p> <p>In the absence of anything in the ordinance itself to indicate that a word has not been used in its ordinary meaning the court will understand that it has been so used. So understanding the word “collation,” it describes nothing that could fall within the cognizance of the police powers of police juries, which possess only such powers as are expressly conferred upon them by law. Therefore, a police jury ordinance making it an indictable offense to “give or hold, or participate at, what is commonly called a ‘collation,’ ” is unauthorized, and null.</p> <p>(Syllabus by the Court.)</p>
