<p>Cakbiebs (1) — Regulation—Certificates of Public Necessity— Powers of Department. The department of public works cannot grant a certificate of necessity for a stage route to a certain station, without a hearing, where it was already served by a line running past, and within one hundred feet of the station; in view of the express terms of Rem. Comp. Stat., § 6390.</p>
