Syllabus

<p>1. Any principle of the common law may be changed by Statute when the Constitution is not thereby violated.</p> <p>2. Assuming that the common law required indictments to be found by a Grand Jury of the County where the crime was committed, a change of this common law rule by Statute, in the public interest, so as to authorize indictments under ■certain adjudged conditions to be found by a Grand Jury in a County of the circuit other than the one in which the crime was committed, is not expressly or impliedly forbidden by the Constitution.</p>
