<p>Election- — Ballots—Majority—Three-Fifths of Qualified Voters — Rejected Ballots. Under Rem. & Bal. Code, § 8006, requiring an affirmative vote in a municipal bond election, by three-fifths of the qualified voters voting at the election, ballots improperly cast or rejected are not to be counted in determining the total vote cast (Crow, C. J., dissenting).</p>
