Counties — Sheriffs — Duties — Control bt Police Juries.

There is no power and authority in a police jury to deal with the powers and duties of sheriffs and to subject them to receiving direct orders from it. The powers and duties of sheriffs are fixed and governed by the General Assembly, and not by police juries. If they are brought into official relations with police juries, public boards, or political bodies of different kinds, this condition must result from some legislative action, and the legislative action determines and fixes the extent and character of the connection.

(Syllabus by the Court.)

- “Because Defendants failed to take remedial action and only took preventative action when forced by Court order, the Court finds this factor weighs in favor of enhancement”
