Some evidence in the administrative record supports the Industrial Commission of Ohio's determination that relator's psychological conditions did not sufficiently worsen during the time between the denial of his first application for permanent total disability and his second application for permanent total disability to demonstrate new and changed circumstances under R.C. 4123.59(G).
