<p>SYLLABUS BY THE COURT.</p> <p>Held, that the constitutional limitation appearing in section 28 of article 4 of the Constitution, providing that laws shall go into effect 90 days after the adjournment of “the Legislature enacting them, except general appropriation laws, etc., is a limitation upon the right of the Legislature to provide a shorter period than 90 days after the adjournment of the Legislature when legislative enactments shall become effective.</p>
