<p>SYLLABUS BY THE COURT.</p> <p>The accusation to be presented to the district court by the district attorney, looking to the removal of public officers, must state the offense charged in ordinary and concise language, without repetition, and in such manner as to enable a person of common understanding to know what is intended, and the strict formality customarily 'required in the case of indictments or informations is not required by the-statutory provisions referred to.</p>
