Per Mayle, J., Delays caused by installation of stoplight and placement of stop bar do not constitute substantial, material or unreasonable interference with physical access to or from relator's property. Allegations in complaint concerning length and frequency of delays were not material. Penn Central factors are inapplicable to claims involving interference with right of access to abutting roadway.
