Complaint dismissed. A complaint for writ of mandamus filed by landowners who filed a petition for type-2 annexation was dismissed where the landowners' petition did not satisfied the provisions of R.C. 709.023(E), because the municipality passed an ordinance that refused to provide any services to the territory.
