Syllabus

<p>Appeal and Error. Dismissal. Want of controversy.</p> <p>By chapter 112, Laws 1916, the approval of the plans and specifications, by which the interior of the old capital was to be overhauled, changed, and constructed, rested solely with the Capital Commission; so that its approval of the plans and specifications by which the contractor was working, removes all grounds for relief in a suit pending to enjoin such construction, and necessitates a dismissal of the plaintiff’s appeal.</p>
