Allegations of complaint for a writ of prohibition were insufficient to establish that respondent patently and unambiguously lacked jurisdiction to hold sex offender classification hearing and issue related journal entries regarding designation as an aggravated sexually oriented offender and registration requirements under Megan's Law. Complaint dismissed where assuming the truth of the factual allegations of the complaint and making all reasonable inferences in relator's favor, it appeared beyond doubt that relator could prove no set of facts entitling him to a writ of prohibition.
