<p>Municipal Corporations — Debt Created Under Illegal Incorporation — Warrants on Special Improvement Fund — Ratieication— Issuance oe Funding Bonds. Warrants drawn on a special improvement fund by a void municipality cannot, upon its subsequent valid incorporation, be ratified by the issuance of funding bonds to pay such indebtedness, thereby changing a special assessment liability to one of general character; since the assessment district, and not the city, was liable therefor.</p>
