<p>Syllabus.</p> <p>1. The poll tax provided for and levied by Article 198 of the Constitution of 1898, the payment of which is made a prerequisite to the exercise of the right to vote, does not apply to any election occurring prior to the year, 1902.</p> <p>2. The poll tax of the years 1898 and 1899, levied by, legislative enactment under the Constitution of 1879, is held not to be the poll tax with which Article 198 of the Constitution of 1S9S deals.</p>
