Syllabus
<p>Statutes — Time of Taking Effect — Commerce—Limiting Hours of Labor — Carriers—Regulation. Act Cong., March 4, 1907, making it unlawful for any common carrier to require employees to remain on duty for a longer period than sixteen consecutive hours, and providing that the act shall “take effect and be in force one year after its passage,” did not take effect as a law until the end of such period; and it did not supersede, during such year, a prior state statute on the same subject (Laws ’07, p. 25), upon any principle of comity, or upon the theory that Congress had occupied the field of statutory regulation and fixed a reasonable time to allow carriers to comply with the regulations.</p>
