Syllabus

<p>Boroughs — Incorporation—Farm lands — Discretion of court — Review.</p> <p>1. The appellate court will not review the discretion of the lower court in including farm lands in the incorporation of a borough, where it appears that the lands were.reasonably appurtenant to the built up portion of the town, and that the expansion of the borough' would be in the direction of the lands in question.</p> <p>2. A decree for the incorporation of a borough will not be set aside unless the court below has been guilty of a clear abuse of discretion where there is no irregularity in the proceeding disclosed by the record.</p>
