Shelton v. State Board of Labor Relations

Syllabus

The plaintiff city appealed to the trial court from the decision of the defen- dant State Board of Labor Relations determining that the city had changed its process for evaluating candidates for promotion within its workforce without negotiation with the defendant union in violation of the Municipal Employees Relations Act (§ 7-467 et seq.). The trial court rendered judgment vacating the decision and orders of the board, from which the board appealed to this court. Held that, upon this court's review of the record, and the briefs and arguments of the parties, the judgment of the trial court was affirmed; because the trial court thor- oughly addressed the issues raised in this appeal, this court adopted the trial court's well reasoned memorandum of decision as a proper statement of the facts and the applicable law on the issues.
