Special master recommended dismissal pursuant to R.C. 149.43(C)(2). Evidence established that requester had served his preliminary complaint by email only. Special master did not recommend amendment of service pursuant to Civil Rule 4.6(B). Permitting amendment of service would work against appellate holding that actual notice does not cure a R.C. 149.43(C) deficiency and would exceed the typically technical scope of Civil Rule 4.6 service amendment.
