<p>Intoxicating Liquobs — Elections—Validity.</p> <p>An election cannot be held without some machinery having been provided for the holding of it. Hence, where the police jury orders a special election to be held on a day named, and stops there, and does nothing further, and the president of the police jury takes upon himself to provide the machinery of the election by means of a proclamation, and an election is accordingly held, the situation is just as if no election at all had been held. The president of the police jury has no more authority in the premises than an ordinary individual might have.</p> <p>(Syllabus by the Court.)</p>
