<p>The case of The People v. Hester overruled.</p> <p>A writ of certiorari will lie in the District Court, to review the action of the board of supervisors; otherwise their action would be beyond control.</p> <p>Prom the necessity of the case, supervisors exercise judicial, legislative, and executive powers, in matters relating to the police and fiscal regulations of counties.</p>
