Syllabus

<p>The Act of February 4, 1851, removing the Seat of Government to Vallejo, declared to be constitutional.</p> <p>This Act operates as an absolute removal, and cannot be defeated by the breach of subsequent conditions. '</p> <p>After the first removal, a majority of the Legislature might at any time remove the Capital.</p> <p>The motives of the Legislature in passing a law will not be inquired into.</p> <p>The Legislature may exercise all powers not prohibitedfto them by the Constitution.</p> <p>City of Sacramento declared to be the Capital of the State.</p>
