<p>Members oe the Common Council oe a City.—When the charter of a city provides that the Common Council shall “judge of the qualifications, elections, and returns of their own members, ’ ’ the Council possesses the exclusive authority to pass on the subject, and Courts have no jurisdiction to inquire into the qualifications, elections, or returns of members of the Council.</p>
