The issue in this worker's compensation case is whether the claimant, Paula Russell, proved her physical condition has changed since her initial worker's compensation award. The Appellate Panel of the Worker's Compensation Commission found she did not and denied her request for surgery and other additional benefits. We now reverse and remand this case to the Worker's Compensation Commission with instructions to award Russell benefits.
