Syllabus
Requester sued respondent, alleging a denial of access to public records. A special master issued a report and recommendation, advising the court to grant requester's claim for partial production of certain records withheld by respondent. Requester and respondent objected to the special master's report and recommendation. The court overruled requester's objections and sustained respondent's objections. The court did not adopt the special master's recommendation for partial production of withheld documents, determining that withheld documents were protected by attorney-client privilege or the work-product doctrine.
