Syllabus
The fact that a respondent is granted withholding of removal under the Immigration and Nationality Act is an important consideration in whether the respondent may be denied asylum as a matter of discretion based on a weighing of the favorable and adverse factors, considering the mitigating impact a grant of withholding of removal has on the risk of future persecution.
