<p>Eminent Domain — Expropriation — Value oe Property.</p> <p>In an expropriation under the eminent domain act, the value of the property must be estimated as of the time of the taking, and not as of the time before the public improvement for the purpose of which the property is being taken was proposed, deducting, however, the increment in value resulting from the proposed improvement.
