<p>A preliminary injunction will not be decreed against a natural gas company} incorporated under the Act of May 39,1885, at the suit of a borough and customers of the company, to restrain it from increasing its charges from 50 to 100 per cent, over the rates established when it began business, although the ordinance granting to the company the right to lay pipes in the borough and giving to it an exclusive privilege to supply gas, provided that the “ rates and charges for the supply of natural gas to consumers shall, at no time and in no event, exceed an average of 20 per cent, less than the cost of coal in any given year,” and the bill alleged that the new rates would be in excess of the price of coal.</p>
